What BCCP does

The goal of BCCP is to screen underserved women for breast and cervical cancer to reduce morbidity and mortality. BCCP provides screening and diagnostic services at no cost to eligible clients, as well as referrals to treatment for clients who are diagnosed with cancer.

BCCP enables women with low incomes to access high quality screening and diagnostic services for breast and cervical cancer. This is accomplished by accessing an extensive network of private and public providers in the existing health care delivery system: Community Health Centers, local County Public Health Departments, hospitals, outpatient radiology centers, surgeons, family physicians and other primary care providers, radiologists, pathologists, medical oncologists, radiation oncologists, laboratories, ambulatory surgery centers, and radiation therapy facilities.

The BCCP Web Data System

The BCCP Web Data System is an Internet-based program that allows enrolling providers, ancillary providers and state administrators to collect and share information. Data can be submitted directly to BCCP electronically. The program also allows providers to submit claims to the BCC program electronically and check on their status.

The BCCP Web Data System replaces the paper-based system for collecting data and submitting claims that was previously used. Paper forms for your use in gathering data in your office and referring clients to other providers are available in PDF format that you can print out from the BCCP Web site: www.healthoregon.org/bcc.

Workflow with the BCCP Web Data System

Most providers will use a combination of paper forms and the Web Data System as they work with a client. The paper forms allow you to collect the information while you are working with the client and then enter it into the system later on. The following workflow description is a general overview of the process, though every provider uses a slightly different workflow to manage their practice.

The key concept: all the information that BCCP needs can be entered into the Web Data System. No paper forms need to be mailed or faxed to BCCP.

  1. The client calls the enroling provider and makes an appointment.


  2. During the appointment-setting call, the enrolling provider interviews the client and pre-enrolls the client into the Web Data System. When the record is saved, the system assigns the client a BCCP identification number.


  3. When the client comes into the office for an appointment, the enrolling provider has the client fill out the enrollment form on paper. The client signs the form indicating their consent.


  4. The enrolling provider compares the information the client provided on the paper enrollment form with the information entered in the Web Data System and updates the information in the Web Data System as necessary. Then, the enrolling provider files the signed form in the client's medical record.


  5. At the appointment, the enrolling provider can either use the paper-based breast and cervical tracking forms to collect information, or enter it directly into the Web Data System.


  6. At the appointment, the enrolling provider performs the clinical breast exam, the pelvic exam, and a Pap test.


  7. Also at the appointment, the enrolling provider refers the client to an ancillary provider for a mammogram. A voucher form for the client can be printed from the Web Data System that has the client's information, including BCCP identification number (which is required for the referral) printed on it. Or, you can print a blank voucher and fill in the information manually.


  8. The enrolling provider can also make referrals to ancillary providers for other screening services, as appropriate.


  9. After the appointment, the enrolling provider enters the data from the tracking forms into the Web Data System (if this wasn't done during the appointment) and saves the data


  10. When the mammogram and other screening results arrive from the imaging facility or other ancillary provider, the enrolling provider enters the results into the Web Data System and saves them. The enrolling provider is responsible for recording the results from ancillary providers in the system.


  11. The enrolling provider then submits a claim to BCCP using the Web Data System. Status information for each claim is recorded in the Web Data System. You can determine the status of a claim using the Explanation of Benefits (EOB) report or by checking the Claims page for a client.


  12. The Web Data System processes the claims every two weeks and prepares payments.
